In a test with another conditional access policy, one also configured for all applications, but without sign in frequency controls, the sign in was processed successfully. When users are subject to a conditional access policy that is implemented for all M365 applications and has sign in frequency controls (this one set to authenticate every seven days) the sign into the Web Clipper application fails due to the multifactor authentication part being handled by the system as a non-interactive sign in, which naturally leads to no prompts for the user. We have recently begun to pilot the OneNote Web Clipper and have discovered that there is an issue with the sign in processing.
